Help with moving top plate...

I'm trying to move the top plate between the floor joists and I-beam. I'm using the 2D view to select/move the plate and watching it in the cross section. I've lowered and raised the bottom height of both the beam and plate without success. Can anyone help?

First the most obvious possible thing, are you pressing the control key when you want to move the top plate?
