The reason you are getting whole inches when you enter a fraction is because the 1/16th box is unchecked - it is rounding to the nearest inch. Never uncheck the 1/16th it will cause big trouble down the road.
I have 1/16ths checked; and the wall snap at 1. That should work great for all your stuff.
