column overhang when using a railing wall

This has always bothered me but why when using a railing type wall do the columns over hang the floor/foundation? There has to be a better work around besides dropping the columns in the plan and building railing in between, right?

    thanks,

Try making the railing wall the same width as the column. That should help.
