    The problem is most likely the scaling/stretch factor. The Texture may have an origin that's incompatible with the origin of the symbol. IOW, the Texture Origin is outside of the Symbol by more than 20". That's why it works with "Stretch to Fit" which essentially maps the texture so that it covers each surface. I think you'll either need to use "Stretch to Fit" or "Global Symbol Mapping". I don't think you need to use both.
