    I just opened a new blank plan in X5, and found the same (elec cad blocks already in use), ????

    they are hard-coded into Chief

    I think they are assigned to the various electrical tools
    so when the tool is used it knows which block to use

    I see what you mean. This pic from help files. They are in plan defaults, for programing reasons I assume.
