Point Markers Not Snapping

Title says it all. Even though the snap is turned on to be able to snap to points markers I can't get my CAD lines to snap to them. This is typically how I do my site plans and have always done it but for some reason on this plan it's not working. Any suggestions to try before I post a plan?

I should specify that I'm referring to temporary point markers. Opening a new plan it works just fine, just not in this one plan and I'm wondering if there is a setting I have set by accident.
