What is max number of lights being processed at one time? Is it set by program or by video card?

it is set by the video card

most cards have a max of 8 lights - more lights cost more $$$

Chief only uses lights in the room that the camera is in

raytracing uses the cpu and can use any/all lights available

check PREFERENCES - RENDER - VIDEO CARD STATUS

8 lights for that card, you can have more lights in the plan, it just won't use over that amount
