And please remember anything that will run Win7 will run Win8 with no problems, there's no good reason to get a new computer to run Win8 if the one you have now runs Win7, unless you're just more comfortable doing so and have extra money to spend on unnecessary hardware.

but for decades I have recommended a new PC when getting a new OS

I think it is usually a good idea to get a PC built for that OS

can a PC be upgraded - sure can
just depends on your tolerance for hassle
and how close the new OS is to the old OS

I would want to study Win 8 in more detail before deciding if a new PC would be "desirable"

after I finish moving this month I will study up on this issue
