Where do you put wall tags, notes, etc.

I am trying to develop a "best way" strategy for my construction docs. My question is this:

Is it better to put elevation keys, plan labels, notes, etc. in plan or in layout? This could be one of those "no advantage either way" deals, but I'm guessing ther is an advantage of one over the other.
