Why are railing walls "no locate" by default??

I know I can change the setting, but just curious why Chief has railings as "no locate" by default?? I can't think of any reasons for this.

I got the logic now. One the of reasons is because when making Room Molding Polyline or Room Polyline it won't wrap up the entire edge of the deck. I think Chief is right on this.
