A couple of lighting issues

Anyone know why the ceiling lights in the attached image seem to be reflecting onto the ceiling and not downward with any sign of light from the bulbs themselves?

Plus also I noticed a random light source in between the wall and the ceiling line above the two uplighter's on the right hand side which I dont think is correct. Any clues as to why this would appear?
