getting / setting a proper top plate height

Hi, to make it easier to find an answer to my earlier post, I'm restating my question. I am trying to get a top plate height of 96 1/2". The building has a Ridge / Top height of 162.5" . Using Trigonometry (see attachment), I calculate the roof pitch should be 24.47 degrees or about 5 7/16" (In 12ths). I set the Ridge / Top height = 162.5" and Pitch = 24.47 degrees = 24.5 degrees. However, chief still gives me a top plate measurement of 87 7/8" (see attachment).
