1/4 inch dimensions defaults

I imported a dwg as I have done many times in the past into Chief X3.
I snapped all of the exterior and interior walls into place and the dimensions are in the format "-" and no fractions. This is the way it shows up on the floor plan.
My question is when I want to move a wall the corresponding dimension 5'-1"shows up as an example 5-0.9900090999. I know this has a leading zero and 10 places but that is not what I have the defaults set up to do.
If I go ahead and say move the wall to 5-1", then the next time I click on the same dimension to move the wall it is just 5-1". The leading zero and 10 places for the inches never appears again.
