There are commonly different ways to skin a cat in Chief, some are more elegant than others.

I'm guessing what you mean is a decorative column that you would place where corner boards would normally go, but it is more decorative. 3/4 means that 1/4 of the column is cut away to fit the corner of the building.

Probably best to model it in sketchup (ketchup?) or find some ways to do it in chief. If I had to do it in chief I would create a custom molding profile and use a molding poline. I've done columns before with molding profiles.

HAH.... this might call for a video..... in the attached pic you will see a full 8" dia. col (perfect), a 3/4 column (perfect), a half column (perfect), and a 1/4 column ( not quite perfect). Hey Hey Hey this is great, thanks for asking the question. This was done by percisely locating the stretch PLANES of the symbol. See the symbol stretch plane videos @ ChiefTutor.com for a better understanding of stretch planes... I will also try to do a video in the near future.... like right now... give me 10 minutes.
