modify automatic wall joins
I am designing home with ICF with stone face. I want interior walls to "butt" to the ICF. Instead, the interior walls (frame) intersect through the ICF walls to the perimeter of such ICF wall. I have tried all the combinations shown for modifying a wall and none work as I need.

what version of chief ???
It sounds like you are using X2 ???
select a wall and open the wall dbx, there is a setting for "wall butts other wall(s)"

I am using version X2. I have tried what you suggest. I even tried putting a break in the wall. I still get the frame wall joining 'through' the ICF wall to the exterior.

I think Dean is probably telling you to try changing the Main layer of the wall/s.

w/ the way Chief's walls work & if I can do it my way, I show ICF & SIPS panels as one layer. I don't see a whole lot of sense setting up multiple layer walls for these wall types when the wall panels/ forms cannot be disassembled by layer..... & given the way Chief's walls behave.
But, if my customer wants to see the layers, ....currently my ICF wall def looks like the attached image. This seems to give me the least grief & "clean-up" is not too bad.
Where the red circles are, I draw short lines on the Walls, Foundation layer to make it right.
If anybody else has a ICF wall def that works, I'm all ears.
