Different electrical layers

So I am trying to create a lighting plan, and then a separate electrical/plugs and mechanical plan.

I created a lighting plan and then created a new eletrical/mechanical layer for the latter, but when I go to add plugs onto the new layer all of the lighting clicks on automatically. If I un-check it, it still turns everything on when I click anything electrical clouding up my plug/mechanical plan with all of the lighting.

Any tips on how I can do two separate layers for electrical?
