Have you tried making the shed dormer an "open below" room?
Have you tried the manual "Hole in floor ceiling" tool?

I get a message that paraphrased says"....a ceiling platform hole polyline is places where the platform ht changes or where no platform exists" I get this message no matter what floor level I try and place the hole polyline.

Try moving the roof to another floor.
Use 2 holes, one in the ceiling, one in the roof..
I have done this with 2 roofs where I wanted the hole on the lower roof and it kept placing on the top one...........

I agree with Allen in that sometimes I too have resorted to that to get a product of this type.

Wonder if this would work when trying to place as symbol on a lower roof and it keeps going to the top one?
Thinking a ledger board for the roof over...........
