I'm told It was removed from IRC 2006, and is no longer a 4" min. requirement.
Perhaps someone can verify this ... It was brought to my attention when I was bidding on a new home and questioned why there was no step or gas curb.????Doug Michel

The IRC code I posted doesn't reference the 4"
I think it should, as it protects against water runoff and gas fumes
