Is there a way to create a tapered cylinder?

There are several ways.
One way:
Draw a circle.
Convet it to a Molding Polyline.
Apply a custom molding that you have drawn to represent your taper.

I will let you find out how to draw and save the custom molding profile and apply it to the circle.
