Modify all layer sets

I have created a layer, after creating that layer, choosing a line style and color, I turn it off in the default set, check "Modify all layer sets" and check ok. My understanding is that should set all existing layer sets to have this new layer turned off. I look and its still on in the framing set and any other set I open except the all off set and the default set. What step did I miss?

Try checking "Modify all layer sets" prior to making modifications.
