    For the lower wall, use a foundation wall on the foundation level, pulled up to whatever height you want. For the upper wall, use a railing wall with the bottom pulled up to where you want it, and the railing set to the height you want. (Hint: you will need to temporarily uncheck "railing" in the wall DBX to pull up the bottom)

    As far as those specific newels & ballusters, you might need to contact someone like Ank345 (Alan Cheng).
