Differing Ceiling heights between rooms

I have two rooms separated by a railing, both of which have a lowered ceiling. (This is in a commercial leased space, so the real ceiling is a 17'8" concrete slab.) In room A the ceiling is higher than room B. When standing in room A looking into room B, I need to have a wall that starts at the ceiling of room B and reaches to the ceiling of room A. (Obviously it will actually go to the upper deck...it will be steel studs. But for right now I just need to model it for interior design purposes.) How do I do that?
