Dual staircases

I have a plan that has two staircases going up onto a common landing and then ninety degreeing up toi the second floor. I can't get the one of the two staircases to let let go of its railing when it butts the landing. Any thoughts?

if you mean there is a railing across the top of the stair, double click on that edge of the landing to open the dbx, click special and then check the box for "No rail at selected edge"
