I am intrigued by some of your questions. I am thinking some of what you ask could be accomplished. I know some cannot.

I'm sure I already have enough material to do a full day on this but I need to boil it down to a 45 minute presentation and hope to have information that can be useful to everyone.

Any possibilty of CA working with or buying CAD Estimator ?

I see CAD Estimator as a very good companion to Chief and to have the two integrated would be very nice.
