Toilet width 36" vs 30"

Cliff is dead right about the method. Use the "open symbol" icon as opposed to double clicking or "open fixture". The sizing in this dialog box allows you to control the overall space that your symbol takes up, without changing the size or shape of the item itself.
This is a feature that has been designed for this purpose and is one of the great benefits of Chief.
This is also why you assign a category when importing a symbol. Various categories have different behaviours in this regard.
I use this feature all the time to control spacing of items.
There is no need to change X1 or the standards on this issue.
There is no need to fight change. It will happen.
Take a deep breath and soak it all in.
If you prefer the I'm-right-they're-wrong way of life, that's fine too.

You're welcome David. Peter has a good explanation.

You can also check under the Help section/Contents and use the keyword "Sizing"/tab. It will explain that when using a Fixture symbol, you will change either in the Sizing tab, or the Fixture width, but not both places. Otherwise, it could produce undesireable results.

To me, the 36" min sounds like a headache. Where universal design is req'd, we do it. If not, can I just put my toilet in a 30" space without all the hassles?

You can John. Make a copy of the toilet in the Library, open it's symbol and change the width in the "Sizing" tab to 30".
