Jamon,
I understand your logic of thinking "selection tool". However, the selection tool only is good for certain instances in certain modes. Other than what has been mentioned, and as another example, if you draw a polyline solid or a molding polyline in an elevation, you will see it in plan view but you can't select it in plan view because it was drawn in an elevation. You have to be in an elevation ("elevation mode") to select it....or be in the mode that it was drawn. This is getting back to what Louis was trying to convey. In my opinion, Louis is quite accurate in his response. Sometimes you have to zoom in close to select things as well...especially cad lines that are close together. Alot of times if you put objects in an open cabinet for example, it is next to impossible to select the object inside the cabinet in plan mode. you need to select it in camera view. These are just a few examples where you could have trouble selecting things. The more familiar you are with the program, the easier it is to do certain things.

I'm just in a "complaining mode" right now. In this mode, I am unable to select anything optimistic. Maybe if I zoom in close...?
Sorry, dorky humor.

Jamon,
I don't look at you being in a "complaining mode" at all. It would be frustrating to me too if I didn't know. I have been there and believe me, I still have my frustrations and it is always due to lack of understanding the program. Thank God Louis is close by!

This particular problem is w/ roads. You should be able to select anything while in the 'select' tool; & normally, you can. It's somethin' w/ roads- ..
Once your roads (& sidewalks) are done, lock the layer.
