change bsmt. to main floor?

I need to be able to draw a screened porch connected to a home at the walk-out basement level. I called Chief tech. support about a month ago, the support agent mentioned a 'point to point' move to change my bsmt. to floor 1 and main floor to floor 2. Changes were made shortly after that (by the customer) to remove the screened porch, now it's back again and I have to be able to add complicated a complicated roof structure on the basement level. Since chief won't allow me to do this, I would appreciate some advice on the subject (the point to point move in the help index doesn't go into much detail about this).

-For the most part, the house is complete. I don't want to have to do a lot of re-work.

Which version of Chief ?

Procedure for ver 10 is different than earlier versions.
