Near as I can tell, after struggling for a long time to try and get diagonal dimensions to the corners of the foundation to work, the snaps don't work with the dimensioning tools. I sure wish they did!

double click the select tool to open plan defaults.....allowed angles...enter 40° and -40° in the additional angles

    or

you can generate automatic dimensions that will follow the angle, then select one and use the transform/replicate tool to make copies of the angled dimension line

    or

if you turn off angle snaps so you can drag a dimension at any angle, watch the angle display on the status bar to tell when it is at the correct angle

if you entered 10° you are not doing it correctly...the additional angles are used from these base angles 0,90,180,270...

so if you only enter 10° you wil get new allowed angles of 10, 100, 280

    if you add -10° to the additional angles , you would be allowed 10, -10(350), 80, 100, 170, 190, 260, 280

you need to add 40 and -40 to the list then you can draw and dimension to these additional angles: 40, 50, 130,140,220,230,310,320
