OK, I have 10 now and I am stuck

I can seem to size the paper right. When I send it to Kinko's it looks like it is in the middle of the sheet. When I am in Layout and I hit center, it shrinks and jumps to the left center. Now there has to be something I am missing here.
Another thing, where is the accurate move tool, that yellow arrow say's that what it is but when I click on it I don't get any dialoge. It doesn't ask me how far or which way, what up with that? That was a heck of a good tool. Frank
