Yes, it can.

If you place a text object on a layout page and open the specification dialog, you will see a little button that says "Insert" next to it. This button will allow you to insert a text macro into a text object. One of the available text macros is the current page number for a layout page.

There are a number of other text macros available and you may want to review the attached list of them.

Another feature people may not be aware of is the ability to insert and delete layout pages. This feature was only recently added (in the 10.02 update) so you may have missed it. You can find these tools under the Tools>Layout menu or when you customize toolbars.

Just so I'm clear on this: there's no way to automatically link callouts to details, unless I'm happily mistaken.
