Does Chief Architect offer a site license and if so how much does it cost.

Well, you get a license when you purchase the software. The security dongle is your capacity to use it wherever you want one computer at a time. To use at home you take the dongle home from the site!
(Yeah, we all remember to do that, that's why we liked the mobile option)

So there is no site license option so I can have it on acouple of PC at the home office and the laptops which I take to the job site?

The site license option you desire is available by purchasing full licenses for EACH computer you want to stand alone. The mobile license option of the past is no longer available, which was 2 licenses for 1.5x cost+/-.
