I was needing some opinions on how other people draw this and is shown on your plans. When drawing the garage foundation I do a "align with above" for the footing. That centers the wall under the wall above. However, builders I work with build it so that the interior of the garage is flush with the exterior of the foundation below. I have attached a picture of how Chief lines up the wall.
I just want to be consistent and know how others show it.

Emulating how something is built in the field is paramount.
How you do it in Chief is variable to the above. The easiest situation is siding walls and is the default condition that Chief (out of the box default-wise) is very good at.
The trouble comes when the "Main Layer" of the foundation walls or foundation and the main layer of the first floor walls are not matched.
There are Default Settings - Wall and Foundation that you can preset and on occasion I have to re-layer walls to get a match or just manually align walls one floor to the other.
It seems to me that one should do what is right for the project; I don't consider that there is a single way to do, to preset Chief that will fit all occasions.
It is incumbent on you to understand what is needed and wanted and then bring it about.

some chiefers insist on getting the model "correct" in 2D and/or 3D
others get it so it "looks good" and then create a cad detail or place notes on a cross-section as to how it really should be built.

Your house layout should be the most important.
Mostly I have done it so the wall is flush with the inside of the garage.
They can not park the car closer than the foundation.
You also want to keep the wall flush on the inside room is that will affect it.
Might need the extra room in the house.
If it affects joist span, that could make a difference.
It depends on the house/garage layout for what is right..
Chances are the form guys will put the bolts in the wrong place anyway..
