IMHO, that you still have a Mother, living and at such an age, you should count your blessings (I am sure you do, part of the Joy of relationships are their imperfections); I would be on cloud nine to have my mom still here and stubborn/impractical.

I think such a window with a way to open it without reaching over the range or cooktop is a good idea, but what about those controls on the back of the range? It seems all the same to me . . . but then I am a simple thinker.

I have an aunt who was blind and set her sleeve on fire reaching for the controls
see spent many weeks in the burn unit with 2nd/3rd burns :(

I guess opening such a window and getting a sudden draft could produce a flare-up that creates a danger greater than just reaching over the cooking surface. Especially since it could occur immediately upon opening the window while your arm is extended over and you are leaning over the cooking surface.
I am thinking (again, and after having a cup of coffee) that if my client wanted such a window I would suggest a fixed window per the discussed codes and a ventilation system that would please the client by exhausting enough air in a controlled fashion without allowing sudden drafts blowing into the area.
I agree, and NKBA also says not to operating windows in front of gas ranges due to draft/fire. I have used fixed units
Also, the possibility of blowing out the pilot causing gas to flow into the room.
We do things differently (stupidly) in California and our energy codes do not allow a standing pilot light in a range. A few years back did a kitchen remodel where the client had a existing antique stove and the building department had to give us an exception to keep it unmodified.
