I'm a relative beginner and can't seem to figure out how to get a temporary dimension to an arbitrary object. In this case I have a cad circle that I need to locate in a corner of property lines. The one closest is easy but not the one farther away? How can I control which object/line a temporary dimension snaps to?

Temporary dimensions are a pre-programmed automaticity and as such just work as programmed, outside of Default Settings - Dimension Defaults - Locate Objects there is not much you can do other than to manually dimension objects when you want to determine your own dimension points.
I feel your pain, in that all of us wish automatic functions could "read our minds" per unit of time, but I assure you that such things are as they are and that is what manual tools are for.

Using the manual dimension to move objects works, unless it is crowded as it picks up other items on the way. The end to end dimension seems to work best. However, I can't get the one that seems ideal, the point to point, to work by clicking on the dimension. Does that one work differently or am I doing it wrong?

I find it best to zoom in when the dimension points are close together (greater zoom = greater control in most cases), "wrong" is not the right word to use in most cases "more of most effective" would be a better substitute as well as greater familiarity, such things take time to develop.

It seems to be related to the 'point to point' tool allowing angular measurements, while the ones that supports moving an object only measures horizontally or vertically. If I create one of each of these dimensions and select the object, the hoovering over the point to point measurement the cursor doesn't change to a hand like the others.
That's because the point to point dimension tool does just that - it dimensions from a point to a point (the points are automatically placed when you draw the dimension).
So...you can only use the point to point dimension to move the points that define the dimension.
You can't use a point to point dimension to move an object.

Is there a way to change the size of the cross points? I find them obnoxiously large.
Open the dialog box of the point and reduce the size per instance or set defaults for points smaller as you like.
